Progressive enhancement focuses on content as a solid base on which the style, CSS, and interactivity, JavaScript, can be layered. Focusing on content provides a simpler experience for search engine spiders and people on mobile devices or older browsers, making progressively enhanced sites more accessible and easier to find. There are several ways to apply styles to content, which make it easier for users whose JavaScript may be disabled or users who may not have decent JavaScript support. Finally, the progressive enhancement approach applies JavaScript to manipulate and interact with the content and presentation layers, while still managing to adjust based on the capabilities of the browser or device attempting to use it.

It is important to use progressive enhancement because it makes the web a more inclusive technology to be utilized by as many people from as many platforms as possible, and anything seems possible at this point. Progressive enhancement is much better than graceful degradation because of this. Progressive enhancement adjusts to all browsers, instead of focusing mainly on the newer and most popular browsers. Sites designed in a progressively enhanced manner are faster to develop, look better to more users on a variety of different interfaces and are cheaper to maintain and modify.
